I did some light searching for a source on this and I cant find one. The man that this quote was attributed to has claimed it was not him and he is quite pro-market, though the post itself does not include his name.
Searches for universities using cdc for covid samples has brought nothing. One site that reported this later removed the article when it could not be verified.
This looks an awful lot like fake news designed to make you look stupid for believing it.
