What is that "voter ID"? Is it a new additional document Conservatives want to introduce or is it just a common term for any document that prove voter US citizenship?
So "voter ID" is some additional federal document, like passport proposed by Conservatives. But Constituion declare that it is only up to states to decide who and by what feature is a citizen of US (and so can vote) and who is not. Am I right?

It was a question. I have no idea what this "voter ID" really is, so ask for clarification from American fellows here.
