Yes, this happens when the strains in the vaccine aren't the ones that end up spreading. Basic medical science here.

Because usually they get it right.
It's impossible to know what the dominant flu strain will be, so they select a few to be in the vaccine and hope they hit something at least similar to what ends up spreading.
How does that increase the risk? If that's what's happening there should be no difference between jabbed and unjabbed groups.
Because if you think you're safe, you don't take precautions.
