Also: FDR was able to pay for it with Social Security withholding collateral and the new Victory Tax that became the personal income tax; and FDR had the decode knowing that Japan was about to declare war but let Pearl Harbor get attacked anyway rather than reveal his knowledge and jeopardize the intel advantage later in the war.
