Peer to peer refers to the mode of communication between the computers in the network. It means that each computer directly communicates with other computers instead of going through a server. There's no client - server relationship but all peers are equal and independent.
You go to a computer and access it there. If power is cut everywhere, all currency will crumble. Nobody will care for currency. It would be I am legend scenario. We've been over this already.
And when they cut the power, how will you access your digishekels from thousands of computers?
