The context is known as the Crack Alley Chronicles, aka Window of Life. An apartment tenant set up a live stream to show all the crimes going on outside his window and then hooked it up to Twitch. Viewers could pay a fee and talk through the speakers and say whatever the fuck they wanted.
Dude's window got broken, speakers shot out, and a Karen from across the alley called the cops for the racist comments being shouted from the speakers. It illustrated two things; first the cops didn't give a shit about drugs, prostitution, rape, robbery, assaults, etc. but wrote a ticket to the tenant for noise ordinance violations.
And second, the alley saw a drop off in traffic. The criminals avoided that area at night just from being heckled.
