From what I understand, alts are allowed as long as it's not ban evasion. Sitewide suspension is rare and the big rules would have to be broken. (The rules you are asking for him would effect you also)
Admins don't care about ban evasion. The poster you're talking with was nuked sitewide twice for doxxing, but the admins ignore obvious alts as long as they don't repeat whatever their previous account was banned for.
