The person is walking from right to left near the building as the suspect figure begins climbing down the roof.
Can't say it is absolute proof (that's just the video title) but the guy walking full speed on the sidewalk does suddenly disappear behind a tree. A bit sus.
In fact, now that a look at it. At the end of the video the suspect appears to sort of drift into traffic.
