Putting "what" before "if" puts origin in question. Implication (if/then) implicates origin generating outcome.
Because following orders curtails heat; while resisting orders sustain heat. Notice also that cops are called "the heat"; while suggesting those within heat "to freeze", hence making arrests aka arresting development of heat by freezing ones will to resist.
