Looks like beef scraps that have been glued back together with gelatin(beef protein). I don't know how long this mas has been a butcher, but I think he should recognize that.
Ive seen plenty of people say especially with ground meat its just better to go to a butcher buy a cut of meat and grind it yourself. Something ive wanted to give a try for a while but dont have the money or energy for.
