Bitcoin is too much work for them when they have infinite fiat money. It's pretty much just to trick the unsuspecting fools into vaporizing their cash since you cannot use crypto during a communist genocide/WW3 situation. It would be more effective to impoverish and starve the masses to death by relocating them to "landlocked islands" of "self-sustained" section 8 housing. surrounded by pristine wilderness. They tested that in the Khmer Rouge, it worked, and with another disguise they will do it again.
What about push for trade in metals and the like? You think cash will be obsolete? Clearly even then wealthy need their transactions to not be traced? No?
The wealthy will have their own coin. As even elaborated in the post -- there is retail CBDC (peasant coin) and wholesale CBDC (elite coin) so there is already inherently a divergent system for wealthy transactions
