It would be unwise to mistake His patience for inaction.
Maybe people deserve the punishment or maybe they bring it on them through their own sin and willful ignorance. Remember Sodom and Gomorrah.
I think perhaps you misunderstand the Lord. His wish is for none to perish and He has His reasons for His timing that we can't possibly comprehend. I think you may be giving human attributes to God and His thoughts are not our thoughts and His ways are not our ways, they are higher than we can grasp at this time in space and development.
