As a side observer I see it like following:

So, US NGOs and GOs thoroughly organized all that migrant traffic through Mexico spending billions for years and so profiting much on that flow, and suddenly Mexican president decide to interfere in that business....

I think it is more realistic and safe for Mexican government to try to completely eliminate narco cartels in Mexico, than to even discuss a possibility to interfere with US NGOs and GOs migrant traffiking business.
