That's usually what happens. Sometimes they have to mysteriously find some forgotten ballots somewhere. But usually it's by "curing" ballots and tons of mail in ballots that trickle in day after day, sometimes without postmarks.
That's only happened a few times. A little in 2016, actually, and quite a bit more in 2020. I haven't detected this in 2024 yet, but I am still looking.
If the count takes days and the underdog edges closer and closer until it flips, then it looks like cheating to me.
