Centralized platforms and "algorithms" have created Dark Web 2.0. This is merely a means of censorship and control. I rarely see people browsing the web (visiting sites I'm unfamiliar with).
Moving off of a major platform requires hard work. That 10% might hit 40% if you spend a few years on promotion.
The thing is everyone is aware of it. Nobody can do anything at all. Or bothered to. This is NOT a winning story. Other people will keep denying it, but you all have eyes to see what is actually happening right around you.
