Former CIA Director Leon Panetta (enemy of the people) claimed this, continuing the "Russian Collusion" deep state psyop.

I love how the author of this piece of shit attributed a non-quote to Putin in the title when they're actually just summing up old CIA lies. Was it written by a retarded teenager?
