My partner asked me about this today and thought it funny I didnt think it was strange.
I remember as a kid, hurricanes would flood the mississippi and once in every few decades the ohio river with it. Funny how everything is connected like that.
In fact the marshes that exist today are only a fraction of what used to exist, they used to run inland for hundreds of miles all along the coast there. It was there to buffer this overflow. Now today most of its farm land with water locks everywhere to help control the overflow.
Who knows though, I definitely think that capability exists and most major world powers prolly have a facility to do it.
