The United Nations deemed Genocide illegal...but politicides (mass murder over political reasons) is allowed... and apparently Mao and Stalin were literally there and ALLOWED IT.

The consequences are easily imaginable.

Mao cancelled and killed billions of Chinese on the streets within a single decade. Pol Pot killed millions within 4 years, many of which whose crime are being thinking people. The Rwandan Government of 1994 obliterated every Tutsi as "Cockroaches" with machetes and every Hutu that sympathized with them are faced with the same fate. And that is not even getting into East Germany, South Korea, Romania etc... where people just DIE.

See, historical mass murders are never pure genocides even if they are labeled as such. It is never about a specific race or cred when people with independent thought are invariably exterminated. Hitler does not spare Germans, Mao does not spare poor farmers and Pol Pot does not spare loyal concentration camp wardens. It's about mass, indiscriminate blood sacrifice and the extermination of all thinking people and leaving the rest mindless drones for the Millennium Kingdom as dictated by the Talmud and the Bible.

There is a reason why the UN law is worded that way and it is purposefully ineffective because the rulemakers/gamemasters wanted to judge and kill whoever they please by the trillions...just like what they always did.
