Yes. If the census counts non-citizens as population and the electoral college voters are distributed according to population counts (which include non-citizens) then the electoral college system itself is fraudulent since it distributed votes by a population count that included non-citizens. Any non-citizen should not be considered a potential vote nor a permanent resident and should not have any electoral college votes distributed on their behalf.
