This is a silly materialistic explanation for consciousness. Reasoning, language, self-awareness do not spring from matter. Matter itself is and will always be inert without an animating will and soul.

...might intelligence be recursive, meaning that it self-evolves to become better and better.

Life forms that manage to arrange themselves to tap into such a property (evolving to have brains) could selectively reproduce to create better and better intelligence.
