The key underlying principle here--and it is perhaps the one which defines what a "progressive" really is--is that they never acknowledge any limit to their power. Even explicit and specific limitations are only practical obstacles.

I don't think any of this is conscious, either, along the lines of, "Let's just see what I can get away with." Rather, I think in their minds there is only power, who wields it, and who shall be subject to it.
