Today they use term "terrorism" mostly for killing random civilians, of course, only if it suit political agenda. Notice, that WHO somehow is not a terrorist organisation and their coronahoax and vaccinehoax are not "terrorist acts", despite killing millions of innocent civilians.
I don't know correct therm for that not-a-terrorism, and even if I did, barely somebody could understand what I'm talking about.
So, if you have a proposal for the correct term of such acts of killing random civilians staged by some government, everybody will understand correctly, then I'm all ears.

Hmm.. I feel compelled to play devil's advocate, from this perspective we will use the hypothetical position of Hamas on October 7th, 2023. Hypothetically imagine you are born into an open air prison that you cannot vote your way out of or do you have any effective way of gaining the world's attention other than by provoking a response from Israel, obviously this position if intentional would be psychopathic but TODAY nearly five months after commiting a heinous act of terrorism and losing literally untold number of your fellow Palestinians, you have won the optics war by provoking a bigger threat into action in a day and age where everything is recorded. It could be argued that what Hamas' did on October 7th will lead to the downfall of Israel simply because they lack restraint and Hamas knew that thus using terrorism to potentially destroy one of the most powerful if not the most powerful countries in the world. I don't agree with what Hamas' did just playing Devil's advocate

Murder is too broad term, really. It does not specify that it is organized murder of random civilians by some government for the political goals.
