It's not very complex, really.
There could be following logic:
Finland was created by Russian Empire from part of Sweden after Swedish-Russian war. Swedes account Finns as subhumans and Finns was happy to obtain their own state inside Russian Empire and become free from Swedes.
So, Finns and Swedes are long-time enemies. Something like Greece and Turkey, or Germany and France.
More enemies in one alliance, more tensions will appear inside that alliance. And for the most decisions NATO need unilateral vote of all members. So, adding Finland-Sweden enemy pair into already very unstable alliance NATO make things worse for itself.
Yes, like Turks and Greeks.
Nordic temper and way of doing business. They will not make a show from that. They will not do some small and silly shit. But will do maximum shit to each other in most important moment. History of Sweden-Finland relations have multiple examples of such things. Even Finland neutrality and good relations with USSR after WWII and Sweden denial to invest and cooperate with Finland at the same time is colorful example of how that Nordic fight under the carpet look like.
