Red Lining is a technique used in legal and broadcasting.
Lawyers will redline a contract which highlights all changes. This is the merged into a print draft which is what the end user sees.
The red is for removed, the blue is for new stuff. I am not sure why that is the rule, maybe Redshift and blueshift related to light, or just because it's easy to see.
I'm not talking about the highlighter in this case. The underlined text should be blue because it is newly added which the screenshot is showing as red underlined which makes it hard to discern from the strikeout. The underline should be blue and that is latest message. The old message was the strikeout. The highlight is emphasis added in this case on particular wording, but I may add....not the rest of the remove paragraph which has been shifted to the end now.

ok, well this was removing "The US banking system is sound and resilient" from the statement by the Fed
But they are adding lots of stuff too. If you look it is replacing the redlined with the red text without strike but instead underline
