The red is for removed, the blue is for new stuff. I am not sure why that is the rule, maybe Redshift and blueshift related to light, or just because it's easy to see.
Could be a pump & dump, but they cannot do it legally. So they do it through various channels through subtle messaging and approved messengers.
BTW - where did you get the red-line software? It should be blue for the new stuff, and red and crossed-out for the old.
