There should be legislation where groups and/or individuals who are developing medical/biological applications MUST test them on themselves in controlled conditions (isolation with independent reviewers) before they are allowed to test the plans on general public.

One would hope, with the threat of self harm, groups/individuals would be incentivized to be more accurate, thoughtful, and careful when creating medical/biological applications
