I think they are trying to reflect the sunlight away. The sun might have changed somehow and they think they can control nature. When they find out they are wrong it's going to be epic.

A theory along those lines is that the natural water cycle was disrupted years ago by particulates & only intervention with chemtrails & nexrad radar has maintained regular precipitation:
