That will happen to the hold outs, sure, but they need something larger scale to subdue the populace. They're out numbered 300:1

With enough fear and despair, the 300 will be completely complacent to the 1 as they yearn for the release of their suffering. Things don't work like that in true dystopias and death worlds.
