I/we are with you on all of the above, except the Elohim are from another planet within the Milky Way; they genetically engineered all life on Earth, and they are not in control of governments. They promised to stop destroying us (Noah's rainbow) when they learned that they were created in a similar fashion – and thus organic life spreads through the universe.
We (humanity) are/were still pretty primitive, but they're hoping we can evolve out of our hate and save ourselves. They don't think this is likely at all (~5% chance).
