These are interesting. There's been some pretty big advances in 3d printed DIY rocketry. One of the limitations of that is you basically can't have any sort of payload (or at least, not beyond certain parameters) without having to get a tax stamp.
I don't think attaching knives to an otherwise non-DD rocket would reclassify it, so these are basically "legal" to make (assuming the rocket system is within legal parameters).

So you want to repeat the hospital scenario where Israelis muddied the water and then after a time it's found out that indeed they bombed it, but by then they had bombed all other hospitals so it makes no difference.
