I wonder what the reaction would be if a Russian guided missile cruiser was 13 miles away from Long Island, of a Chinese destroyer was 13 miles away from Long Beach?

Maybe a Coast Guard cutter would go out there and invite them over for cocktail hour on the poopdeck.
