They go to hospitals or any foreign establishment in hope of avoiding Israeli bombs. That hospital in particular was very popular because not only was it a hospital but it belonged to the Anglican church and had a church next to it. In these situations there is usually not a place to set foot in that area because everyone is crowded next to the hospital. trying to be as close as possible.
There is ample evidence the casualty numbers are high, Add to that, everyone in Gaza knows everyone else (40Km long and 10Km wide).
