BLUE (a refracted color within a moving spectrum of light) + DOT (point or minute spot on a surface)...a moving spectrum implies a perceivable sentence, while a suggested point tempts one to consent to "end of sentence".

In short: others suggest dots; points; marks etc. to distract minute (ones perception) from surface (all perceivable)...ones consent "marks the spot".
