I do not have a carrier locked device. Although yesterday I was asking questions. People experienced what you alluded to. They turned the setting off, and their carrier turned it back on. They are clearly not the administors of their devices.
That isn't the issue I had. I only turned off tests. So when the Alert came as an actual emergency, I was pissed enough to turn everything off.
