My guess is proton mail/vpn

At first - You could sign up anonymously

Second - They start requiring phone verification

Third - Notice the 'tor' symbol next to all US servers that recently appeared? To entice you to use Tor WHILE using their VPN so that they could see what you are doing while on Tor?
