The insurance companies aren't paying out. The laws which prevented building on Maui have a clause that developers can build if there is a natural disaster, and they get the land cheap. They don't have to obey normal regulations regarding water use and access.

And the people who generally survived were those that either did not rely on government and/or ignored govt mandates - the cops trapped them in an area where they got roasted. The people on foot who disobeyed were fine.
