The device is basically a powerful speaker which can switch frequencies very very fast

a) others suggest DEVICE, noun - "artificial contrivance" to distract one from being natural design.

b) a powerful speaker (oneself) that can switch frequencies (free will of choice)...ones adaptation to perceivable represents frequent; while ones ignorance thereof for suggested represents sporadic.

c) "For they intended evil against thee: they imagined a mischievous device, which they are not able to perform." ~Psalms 21:11 aka those suggesting devices cannot perform ones consenting free will of choice.
