HAARP cost more than $290 million to build, much of it earmarked by late Sen. Ted Stevens, R-Alaska, who had great influence over the U.S. defense budget during his time in Congress. The site was host to numerous projects over the years, including the creation of the first artificially produced aurora in 2005. The site's generators now require remediation to meet the environmental standards set in the Clean Air Act, an expense no one seems keen to take on.
Of course its a conspiracy theory to think they want it as a weapon. ^^
You would have to be dumb to think america would give up such a ability as this.
In either event, HAARP wasn't the first installation of its kind. The Soviets had their own, high frequency ionospheric research center. It's now abandoned, mostly. But the pictures of the place are very much worth a few clicks.
Who would use the big bulky beta item when you could use the sleek 5.0 version.
Turns out they gave the beta item to the university, maybe they can develop some more wartime uses for it for them. They are good at that.
