• department...mind implies partial (perceiving) within whole (perceivable)...suggestions tempts mind to depart from source.
• government... a mind consenting to suggested is governed by those suggesting.
• agency...a perceiving mind represents the regent within perceivable agency (motion).
• military...a mind ignoring perceivable will reason over suggested; hence putting itself into a militant state.

a long, long time ago

Life's "a go", hence existing now within the momentum of motion...not before or after. Ones mind can be tempted to ignore that, hence "a long long time ago; I can still remember" aka ones mind/memory corrupted by remembrance to ignore momentum for the "stillness" of memories.
