How many of 4% understand that they are puppets and not very happy with it? They could be the key to that problem. It is much easier to convince, say, 2% than 45%. Then, it will be 3% vs 7% and much better chances for 7% to wake up at least 45% from 90%. Also that ex-puppets could give a lot of useful information about 1%.
Hopefully this will be their downfall. It does seem like they sped up their timeline in recent years and are rushing. Hopefully this will mean the roll out of eID etc is flawed and the public don't have much of an appetite for it, but then again, everyone saw how the jab rollout went....
