It's silly to believe there's no pacifying strategy at play.

They put salt peter in food to decrease libido in prisons. Why wouldn't they use similar measures in the unfenced open air prison?

Though i agree that much of what pacifies people are things they accepted themselves. Their tv's and cellphones, and such.
