I would say the violence keeps most people away. In the before time, all the burbies (suburban dwellers) would spend the weekends in the city and tourists were always about but the crime is worse than ever and any protections there used to be have gone to the wayside.
Who would have thought that shutting down small business's and forcing people to lose their livelihoods at the same time exponentially increasing the price of living and food would result in a explosion of homeless people.
And whoever would have thought those homeless people would be so depressed and unhappy that they will consume any drug they can and do whatever they can to pay for it.
