This sounds like it is a blatant lie and not how balloons work.
There’s a lot of guess work involved.
You don’t precisely steer a balloon over the same site multiple times. That doesn’t even make sense.
And if it did that, you’re not even talking about a balloon, but something else entirely.
You could with certain technologies. To say you cant seems quite ignorant.
I think we can safely assume it wasnt for cameras, as satellites could proably see just as much. Eavesdropping on radio signals maybe?
