Probably safe to remain in the US, I'd stay out of Colorado mountain range though. Smack dab in the middel of the country large empty valleys.

First place they'd hit as a warning they can get to the heart of the US but not destroy anything of value or cause much radiation to spread since it's contained between mountains. It would leave room for negotiation to stop going for the total mad scenario.
