Is there some reason we should believe that the military command of the DPRK briefs Alexander Sladkov on it's plans?
Not particularly, however given the natural need for battle experience in the ranks of the dprk and the desire to constantly sabre rattle... There is a chance it was at least said somewhere.
I am not really convinced, but I think the biggest clue is the request for 'permission' it reads like a gag.
Belarus is locked, cocked, and right on the border with Ukraine, but even they make public statements from time to time that they have no wish to become embroiled in a conflict Russia already has well in hand.
To me, this reads like the Neo-Imperialists trying to amp up war hysteria. They need war, any war, and it looks like the current one will be winding up soon and not in their favor. If the masses aren't frightened enough of the commies and the chinks, then how about the fanatical chink-commies of "The Hermit Kingdom"?
In the meantime, NK is trying to break free of state capture, and I would imagine their military priority is, if it looks like they're going to be successful, resisting real capture.
