Look at this video. Hand motions are words/memes/comms and leg motions represent actions/activism. They have carefully set off a chain reaction that ends with everyone simultaneously pew-pewing everyone.

That is why the messages seem to go one way and then back the other, new "generals" crop up and disappear, everyone doing the same dumb things as each dumb other person does.
