There is a finer point here, confounding to the conclusion that the NPCs are peacefully accepting genocide. That is, we all witnessed how freaked out so many of them were at the possibility that they themselves could get sick and die from the Holocough.
This was far beyond any virtue-signalling, with which they are also obsessed. We must conclude that their instincts for self-preservation are still intact. Certainly, though, their understanding of the source and nature of actual threats to their existence are in many areas completely off the mark.
What does this say about the soul, the subject Steiner addresses? As I see it, the more immediate concept is consciousness. These NPCs seem to have a level of consciousness similar in nature to animals. That is, an animal can have a very high instinct for self-preservation, but can any animal be said to have a concept of genocide?
Finally, I feel there there probably is a relationship between what we call "consciousness" and what we call the "soul". What that may be I cannot yet say with any certainty. (And I must add that, frankly, I find it the opposite of helpful when people assert their speculations in this area as fact.)
