Electricity and gas prices have gone up significantly, leading to the incentive to lower thermostats. I know I did. Last winter, I set the heat at 68F during the day, this winter, I set it at 63F. Whole family wore 2-3 layers. Significant lower thermostats, even with higher prices from, mean less tax revenue and usage.
At least twice, I received mailers from my utility company saying “don’t blame us for price increases, we are just passing them onto you.”
I've been keeping my eye on the weather and checking on things for sure knowing I've kept the thermostat low. It's been a mild winter here in the mid Atlantic, even in my own home the heat's rarely been on.

My mother died, so I've been keeping up her house until sold. The house is vacant, the thermostat pegged at 50F.
Monthly gas bill is $65 with no one living in the house and at 50F full time.
Outrageous.
Better heat trace those pipes before you've got a huge plumbing bill.
