NATO's stated goal is to topple Putin by inflicting heavy casualties on the Russian military in an unpopular war.
Holding on to Bahkmut allowed the Ukranian artillery forces to shell Donetsk city civilians daily. Trying to undermine the DPR citizen's faith in this war and Putin. Second, Russian citizens and International viewers will start to question the effectiveness of the Russian military and, more importantly, question the leadership of Putin.
Holding on to Bahkmut also divides the Donetsk Republic in half. If they lose Bahkmut--UAF will lose the rest of Donetsk Republic--Russia could then claim an early victory by freeing the DPR. Holding Bahkmut signaled to Ukranians that they could stand toe to toe with Russian forces and that victory is possible.
So, Ukraine was willing to send a constant stream of men into Bahkmut in order to hold it. Russia was willing to turn them in to cannon fodder. Ukraine has probably lost half their forces in and around Bahkmut. As good as this situation has been for Russian bodycounts, it won't end the war any sooner unless they move forward.
Russian confidence in Putin has remained strong and chances of toppling him seems very unlikely. If anything, the fall of Bahkmut might be the turning point for Zelensky and NATO.
