The masks look like CGI. Notice the whitening on one side compared to the grey on the other. It doesn't match the clothing. Also it is raining in the photo.

Who knows. Perhaps explaining the extra grip to the face.

I noticed this same picture from almost three years ago. Look how ill-fitting their clothes are, especially the woman second from the left and the pants of the man second from the right. It's like an "old timey" novelty picture at the beach boardwalk.
